Northern Arizona is a different story: the trail system around Sedona’s red rock country demands slow, precise rock crawling, while the forest roads of Coconino and Kaibab National Forests require reliable high-clearance at altitude. From Flagstaff to Tucson, the terrain changes every few hours of driving.

Vehicle Inspections in Arizona

Arizona has a targeted inspection program that’s important to understand, because whether it applies to you depends entirely on where in the state you live — not what kind of truck you drive.

Emissions Testing – Phoenix and Tucson Areas Only

Arizona does not have a statewide safety inspection requirement. However, emissions testing is required for most vehicles registered in the Phoenix metropolitan area (Area A, covering much of Maricopa County and parts of Pinal and Yavapai Counties) and the Tucson area (Area B). If you live or commute into either of these areas, here’s what you need to know:

Testing is required every one or two years, depending on your vehicle’s model year and weight. In Phoenix, vehicles model year 1981 or newer and under 8,500 lbs. test every two years; older or heavier vehicles test annually. Tucson requires testing every two years for 1996 and newer vehicles.

New vehicles are exempt for the first 5 model years from initial registration — so a brand-new truck from Ultimate Rides won’t need emissions testing right away.
Emissions testing must be completed no more than 90 days before your registration expires. Your renewal notice will confirm whether a test is due.
Out-of-state smog certificates are not accepted. Arizona requires its own state-specific emissions test through the ADEQ program.
Testing is completed at designated ADEQ emissions stations. Results are sent electronically to the Motor Vehicle Division.

Rural and Outlying Arizona

If you’re outside the Phoenix and Tucson metro areas — in Flagstaff, Prescott, Yuma, Sierra Vista, or rural counties — there is no emissions testing requirement and no annual safety inspection for personal vehicles. You register your truck, pay your fees, and you’re on the road.

Lifted Trucks Specifically

There is no special inspection triggered by a lift kit in Arizona. As long as your truck meets the fender/mudguard coverage requirement and general safe operating standards, a lifted vehicle is treated the same as any other at registration.

Lifted Truck Regulations in Arizona

Arizona is one of the most lift-friendly states in the country, and the rules are refreshingly straightforward. There are no specific suspension lift limits, no frame height restrictions, and no bumper height requirements for standard pickup trucks. Residents are free to install lift kits, aftermarket wheels and tires, performance shocks, aftermarket bumpers, and grill guards.

The key requirements to know:

▪ Fender and mudguard coverage (ARS 28-964): This is the rule that affects lifted trucks most directly. Arizona law requires that tires be covered by fenders, mudguards, or similar devices at the top and sides. If you’re running a significant lift with wider tires, stock fenders may no longer provide full coverage — fender flares are the standard solution and must be securely mounted and actually covering the tire arc.

▪ Maximum vehicle height: Arizona sets the maximum overall vehicle height at 13 feet 6 inches under ARS 28-964. No street-legal lift on a pickup truck will get anywhere near this limit.

▪ Maximum vehicle width: 102 inches — again, not a practical concern for any standard truck build.

▪ Lighting requirements: Headlights must sit between 22 and 54 inches from the ground; tail lights between 15 and 72 inches. On significantly lifted trucks with taller body positions, it’s worth confirming headlight height remains within spec. Arizona allows auxiliary lights — when equipped, a maximum of four lights may be illuminated at the front simultaneously.

▪ Tire condition: All tires must be in safe operating condition without bulges or exposed cords. No specific minimum tread depth is mandated.

Bottom line: build what you want, make sure the tires are covered, keep the lights in range, and Arizona won’t give you trouble.

Registration & Taxes in Arizona

Arizona’s registration and tax structure is unique compared to most states — instead of a traditional personal property tax, the state uses a Vehicle License Tax (VLT) that functions as a value-based annual fee.

What to expect at registration:

▪ State title fee: $4.00
▪ Registration fee: $8.00 flat for most standard passenger vehicles
▪ Air quality fee: $1.50 (applied in most areas, including Phoenix and Tucson)
▪ Air quality compliance fee: $0.25 (applied in designated areas)
▪ Plate issuance: approximately $5.00 on initial registration

Vehicle License Tax (VLT) — the big one: The VLT replaces a traditional property tax and is calculated based on the vehicle’s original MSRP, reduced each year by 16.25%. The formula: assessed value = 60% of MSRP × (1 − 0.1625) per year since first registration. The tax rate is then $2.80 per $100 of assessed value for new vehicles, or $2.89 for used vehicles. For a new truck with a $50,000 MSRP, your first-year VLT is approximately $840 — and it decreases meaningfully each year as the vehicle’s assessed value drops.

Sales / Transaction Privilege Tax (TPT): Arizona levies a 5.6% state Transaction Privilege Tax on dealer vehicle sales, plus any applicable local city/county tax. Importantly, Arizona is one of the few states with no sales tax on private-party used vehicle sales — if you purchase from an individual seller within Arizona, no state or local sales tax applies (though VLT and registration fees still do).

If you’re purchasing from out of state (like from Ultimate Rides): You’ll pay Arizona’s 5.6% use tax rate plus your local city tax when you title and register the vehicle. Arizona provides a credit for sales tax already paid to another state, so you won’t be taxed twice on the same purchase.

Registration is handled through the Arizona Motor Vehicle Division (MVD) or an Authorized Third Party office. You can complete registration in person or online through ServiceArizona.

In most cases, we can get your truck within a very short distance of your door.
▪ Heat considerations: Arizona summers are hard on vehicles in transit. We take that seriously — all trucks are inspected before they leave our facility, fluids are topped, and if enclosed transport is available and preferred for your build, we’re happy to discuss that option.
▪ Northern Arizona deliveries: Flagstaff, Sedona, and Prescott sit at elevation and are accessed via mountain highways. Delivery timing and carrier selection accounts for this — no surprises.
